From ownership rules to residency and financing: the questions international buyers ask us most, answered plainly.
Does buying property give residency rights?
No. Buying property in Portugal does not by itself grant residency, and real-estate investment is no longer an eligible Golden Visa route. Residency and property ownership are separate processes. If you plan to live in Portugal, obtain advice from a licensed immigration lawyer on the visa or residence route that fits your circumstances.
Can foreigners buy property in Portugal?
Yes. Foreign nationals can buy residential property in Portugal. Buyers need a Portuguese tax number (NIF) and should appoint an independent Portuguese lawyer to check the property documents and contract. A Portuguese bank account is often useful, and the transaction may be completed through a properly authorised power of attorney when necessary.
Is Portugal safe?
Portugal ranks 7th out of 163 countries in the 2026 Global Peace Index. This reflects its high level of peacefulness and long-standing political and social stability. As in any country, conditions differ by location, but Portugal is widely regarded as a secure place to live, work and raise a family.
How does the buying process work?
A typical purchase has four stages: reservation, legal due diligence, the CPCV (promissory contract) and the final deed. Your lawyer checks the property and contract before you commit. At the deed, the balance and applicable taxes are paid, ownership transfers and the purchase is registered. For homes under construction, the CPCV also sets the payment schedule and completion conditions.
What taxes and costs apply when buying?
Buyers normally pay IMT (property transfer tax), stamp duty of 0.8%, registration and notary costs, and professional fees. Since May 2026, a 7.5% IMT rate generally applies when a non-resident buys an urban home, subject to statutory exceptions and refund mechanisms. Exact costs depend on the buyer, the property and its intended use, so obtain a written calculation before signing the CPCV.
Can I get a mortgage as a non-resident?
Yes, subject to the bank's assessment. The available loan-to-value ratio, interest rate, term and required documents depend on the lender, the property and your financial profile. Ask for a mortgage decision early and ensure the CPCV timetable reflects the financing process. Nova Atlantic can introduce you to an independent mortgage specialist.
What is a CPCV (promissory contract)?
The CPCV is the binding promissory contract signed before the final deed. It identifies the property, fixes the price, records the deposit and payment schedule, sets the completion deadline and states the parties' obligations and remedies if either side does not complete. Because it creates legal commitments, have an independent Portuguese lawyer review it before signing.
Can I get a mortgage as a non-resident?

How are new-build purchases protected?
New homes bought by consumers from professional developers are protected by Portuguese conformity rules. The legal liability period is generally 10 years for structural construction elements and 5 years for other defects. Your CPCV should also define the specifications, payment stages, expected completion, handover process and remedies. Use an independent lawyer and complete a documented inspection at handover.
What are typical running costs?
Typical ongoing costs include annual IMI (municipal property tax), condominium fees for apartments, insurance, utilities and maintenance. IMI for urban property is set by the municipality and is calculated on the property's taxable value, not its purchase price. Higher-value holdings may also be subject to AIMI. Request a property-specific estimate before purchase.
